Eligible Lands for Destination Resorts
The Department of Public Services consists of employees within three (3)
Divisions - Land-Use Planning, Environmental Services, and Building. The
Department is committed to providing the best possible service to the
people of Curry County in the administration of local and state
regulations regarding land-use, environmental sanitation, and building
construction. The Department must follow guidelines from a number of
state agencies including the Oregon Department of Land Conservation and
Development (DLCD), Oregon Department of Environmental Quality (DEQ),
and the Oregon Department of Consumer and Business Services, Building
Codes Division, among others. These agencies monitor the Department's
work to assure compliance with state laws and regulations.
Curry County also has a Citizen Involvement Committee (CIC), as required
by Oregon Land Use Goals. Its primary purpose is to assist the
Board of Commissioners in the development of a program that promotes and
enhances citizen involvement in land use planning. For 2005, the
Commissioners have asked the CIC to help improve public understanding of
land use planning. The committee will be making recommendations on
how we can make this process more easily understood and more
conveniently used by our citizens.
The Planning Division is responsible for comprehensive land-use planning
through the continuing development of the Curry County Comprehensive
Plan as mandated by Oregon Law.
The Comprehensive plan sets forth the general, long range land-use
policies established by Curry County.
This plan is implemented by regulating ordinances such as the Curry
County Zoning and Land Division Ordinances.
The plan and implementing ordinances must be adopted by the Curry
County Board of Commissioners and be consistent with the Oregon
Statewide Planning Goals and applicable Oregon Revised Statutes
(ORS)/Oregon Administrative Rules (OAR).
The Planning Division also administers ordinances relating to
flood/natural hazard damage prevention and rural address and road naming
system management. In
addition, all development permit applications are reviewed by the
Planning Division and coordinated with other applicable regulating
agencies to insure compliance with applicable land-use regulatory
ordinances.
The Planning Division also provides staff assistance to the Curry County
Planning Commission.
The Planning Commission consists of nine (9) members which are
appointed by the Board of Commissioners.
The Planning Commission is required by Oregon law and is comprised of
citizens of the County appointed from the north, central, and south
areas.
Planning Commissioner functions include development of plan and
ordinance revisions for recommendations to the Board, and making
land-use decisions as provided under applicable Curry County ordinances. 2. Environmental Services Division:
The Environmental Services Division evaluates land, issues permits, and
inspects construction within the County for on-site sewage disposal
systems through implementation of Oregon Administrative Rules (OAR)
Chapter 340. The Division
inspects septage pumping equipment used by private contractors for
removal and disposal of septic tank contents within the County.
The Division also investigates complaints and provides enforcement of
the applicable OAR’s. 3. Building/Plumbing Division:
The Building Division issues permits and provide inspections for
construction of 1 and 2 family dwellings and certain commercial and
industrial structures through the Uniform Building Code.
The Division issues permits and provide inspections for set-up of
manufactured homes in the County through the Oregon Manufactured
Dwellings Code. In addition,
the Division issues permits and provides inspections for construction of
plumbing and mechanical installations under the Uniform Plumbing and
Mechanical Codes.
These services are provided for the County as well as the Cities of
Port Orford and Gold Beach. A variety of other groups work with this Department including the Building Codes Appeal Board .If you have any questions, please feel free to contact me using the following email link.. David Pratt, Director of Public Services |
